There are a number of satellites that have qualified to be licensed and to transmit telemetry on amateur radio frequencies because they meet the requirements for non-commercial, educational and scientific missions — even though they have no two-way voice or data communication capabilities. These are mostly cubesats or other small satellites that come and go very quickly, so it is not possible for AMSAT to maintain a catalog of them all.
