Hard to say. The OSCAR Status page does indicate that others have heard
it, but passes here in CM98 are currently at very inopportune times
(middle of the night, mostly), so I have not heard it myself.
If you are decoding RF traffic from the ISS but not PSAT, it's probably
that the satellite isn't in packet mode at the time. Most of the time
it only does PSK31.
