Well attended and well received presentations on subjects from ISS contacts made by schools to college level designing of satellites and integration of Amateur Radio communications equipment were the topics of the days. The new AMSAT Officers were presented to the group during the annual meeting portion of the symposium and the chance to ask questions of them was another highlight. At the annual Banquet dinner, the keynote speaker astronaut Carl Walz, KC5TIE, kept guests spellbound with his experiences in space. The ARISS annual meeting was also held after this symposium. October 17, 2004 To All RADIO AMATEURS BID: $ANS-291.04 Dr. Perry Klein, W3PK, AMSAT Vice President, Government Liason reports that AMSAT has filed a petition for reconsideration on the FCC's IB docket 02-54, Mitigation of Orbital Debris, as it relates to changes in Part 97 rules. Previously AMSAT had formally requested that the Commission stay the effective date implementing the provisions of IB 20-54 which affect the amateur-satellite service and also requested that the Commission delay action on the orbital debris portions another proceeding, WT 04- 140, until final action has been taken on the Petition for Reconsideration. AMSAT believes that the revised 97.207(g) as adopted would cause irreparable harm to those responsible for building and funding the many satellite projects currently in design and construction stages which are intended to carry amateur space stations. It would, in effect, put such projects in limbo indefinitely. With respect to those projects which have already contracted for launches, it would place meeting their launch commitments in serious jeopardy, which would likely result in substantial additional costs and delay, or eliminate altogether the benefits which would result from them. October 17, 2004 To All RADIO AMATEURS BID: $ANS-291.02 The Russian Soyuz 9 spacecraft carrying the International Space Station Expedition 10 crew of Commander Leroy Chiao, KE5BRW, and Flight Engineer Salizhan Sharipov is expected to dock with the ISS Saturday, October 16, at 0417 UTC. Occupying the third seat in the Soyuz with Chiao and Sharipov is Russian Space Forces Test Cosmonaut Yuri Shargin. The Soyuz launched early Thursday (UTC) from Baikonur Cosmodrome in Kazakhstan. Meanwhile, the space station's current residents, Expedition 9 Commander Gennady Padalka, RN3DT, and NASA ISS Science Officer Mike Fincke, KE5AIT, have been preparing for the arrival of the new crew and their return to Earth later this month. After docking, the two ISS crews will spend eight days performing joint operations and conducting handover activities. Shargin will conduct a number of experiments as well as some ARISS school group contacts. Padalka, Fincke and Shargin will bid farewell to the ISS on October 23. October 17, 2004 To All RADIO AMATEURS BID: $ANS-291.06 1. Gdynia Schools Contact Successful Three schools from Poland, Gdynia Maritime University and Gdynskie Liceum Autorskie STO (High School) both located in Gdynia and Zespol Szkol Ogolnoksztalcacych Nr 5 (High School) in Gdansk experienced a successful ISS contact on Wednesday, October 6. The two high schools participate in ZNEK, a space educational program. The Gdynia Maritime Academy offers degrees in marine studies. It also has a hamradio club, "Schooner," SP2ZIE, which was used as the ground station for this event. Approximately 40 people witnessed the contact with Mike Fincke, KE5AIT, from the radio room, including students, teachers, and radio and TV personnel. Upcoming School Contact Porin Suomalainen Yhteiskoulu, Pori Senior High school, in Pori, Finland has been scheduled for an ARISS contact. It will take place on Tuesday, October 19, 2004 at 07:14 UTC. 3. ARISS International Meeting AMSAT held its symposium and annual meeting on October 8 - 10. The ARISS International Meeting begins today, Monday, October 11. The meetings are being held at the Crowne Plaza Hotel in Arlington, Virginia. The NASA Education Evaluation Information System (NEEIS) forms were to be submitted before the end of the fiscal year.
