The software required for Uosat3 operations has three main parts :-
1.    Tracking and Doppler programs
2.    Ground Client station software for both the bulletin board mode
      and the broadcast mode.
3.    Telemetry decode and display software

TRACKING AND DOPPLER software is available now :-

N4HY's QUIKTRAK is very good
Silicon Solutions GRAFTRAK is good but perhaps more elaborate than is
absolutely necessary.
KANSAS CITY TRACKER software is sold in various packages for computer
auto control of Azimuth and Elevation rotation.
KANSAS CITY TUNER software is sold as an adjunct to the K C Tracker,or
separately from it.

Summary . Whilst something like Quiktrak is essential to a Uosat3 ground 
station, the other software mentioned above comes in the category of "
nice to have but not essential "

GROUND CLIENT STATION software is gradually becoming available. It will
use standard AX.25 connected mode featuring a special " CLIENT " program
running on the ground station computer. This uses a broadcast protocol for
messages of interest to more than one station, which is transmitted in
AX.25 U1 frames containing binary data. To receive this binary data a TNC
using KISS ( or some other host mode ), will be required.

Specifications of the protocols used ( BBS File Transfer, Broadcast , and
File Header ), will be distributed in this years ARRL Computer Network
Proceedings, and , in parallel, Compuserve will commence electronic
distribution in early September 90. This will be followed after an
interval of about 2 months by distribution of a simple share-ware version
of the BBS mode and Broadcast mode in source code format ( IBM executable
). Then in early 91 , a full commercial quality version of the client
station software should be available for IBM's and clones from AMSAT's UK
and NA.

Please note this ground station software will serve Uosat3 Oscar 14,
Pacsat Oscar 16 and Lusat Oscar 19. Experiment and Whole Orbit Data files
will be available through this BBS interface.

TELEMETRY  A program which receives Uosat3 telemetry is already available
from AMSAT UK. It is called DTLM.EXE  Grateful Thanks to G0/K8KA for this
