Simplex operations aren't much better than split. You still need a declared uplink and declared downlink frequency (just happens to be the same one if you don't include the Doppler). Simplex can be troublesome for operators in high density areas (they can't receive the downlink due to nearby stations uplinking).
145.80 was agreed to as a downlink only frequency so that cannot be used. 144.49 isn't available in Region 1. 145.20 isn't available in Regions 2 and 3. Not sure of the issues on 145.99 for long term operations but you would have constant packet noise if you used it for another mode.
