[sarex] Suitsat reception report

Hi all,

We had a 59-degree pass of Suitsat this morning (actually of ISS but Suitsat 
should still be close) and I tried listening on the Arrow. On FM, I got a 
brief burst of audio at 1744Z -- a boy's voice in an unidentified foreign 
language. That's it. But, no question of what it was or where it was coming from.
