[sarex] Shuttle crew might be active on 2 meters

The shuttle crew may be active on voice during the next couple of orbits. No
guaranteed but if they do activate the ham radio, they are expected to use
the standard 2 meter frequencies of 145.80 down and 144.49 for ITU regions 2
& 3. Uplink for Region 1 is 145.20.
