[sarex] ISS back in packet mode

I copied a few stations on packet during the 0810 UTC
pass over N. America. 
A report from JH4DHX in Japan on www.issfanclub.com
indicates that Mike had a successful school contact at
0738 UTC with Aoyama Gakuin Elementary School in
Tokyo.
