[sarex] ARISS Testing

All,

There are a series of tests that will occur over the next 24 hours that 
will probably keep the ISS Ham radio system down for public use.  As soon 
as we are able to complete this testing, we will ask that the radio system 
be reconfigured for nominal operations.
