[sarex] Potential problem with getting Kep data from Celetrak site and others

Hi all,

I just tried downloading the latest Kep set at the Celetrak website and there 
is an announcement concerning the availability of the data in the future.  
You may want to check this out as it seems that the data may not be available in 
the future.
