OSCAR Century Award possible using ISS only

Theoretically, the AMSAT OSCAR Century Award would be
achievable using only ISS for operators in a few ideal
locations.

Anybody want to activate one on the above locations?
Can anybody else do it from a different location?
Europe maybe?
Of course, the two biggest problems are (1) getting
someone to operate APRS or Packet via ISS from these
locations and (2) getting the card to confirm the
exchange.
