Ah, I can answer this one, thanks to a note that Frank sent me
a couple of weeks ago. It's now http://www.rac.ca./ariss.

It would be nice if the old one had a redirect page, or returned
a "server not found." Timing out leaves the impression that the
site still exists but is simply having temporary connectivity
problems.
