Can't seem to find it right now, but somewhere on the previously mentioned
web page the tentative proposal was for ISS to beacon packets every two
seconds with the date and time provided from an onboard computer that is
properly syncronised. This way there is no need for any software. The ground
stations would just capture the packets..
