[sarex] Frank De Winne ARISS contact

Hi All

Today morning (3rd Nov.) between 0915-0925z
Frank De Winne was heard over Europe.
At AOS, Valery Korzun called ON4BAF, and 
after 2 calls, the connection was established. 
Then he passed the mic to Frank and he replied
several questions, speaking both flemish and french.
Downlink freq. was 145.800 and signal was 59+,
despite the low elevation pass to me (max 8 deg.)
Congratulations to all involved on the sucessfull contact.
