[sarex] ISS PACKET - 11/1/2002- 145.800 DOWN/145.990 UP

Why are the frequencies not staying in line with the bandblan?  Data is on 
145.800/144.490.  Voice for America is 145.800/145.990.  Then we see 
145.825 simplex and a switch in the data and voice frequencies (at least 
for data).

Is there a test being performed or are the astronauts not reseting the 
channel selector?
