[sarex] Launch Window...?

I know what a launch window is...it's dodge ball in space for the big 
kids!  :-)  But in all seriousness, could someone explain how these 
"windows" are calculated?  I'm sure weather enters into the equation, but 
I'm more interested in "missing junk" and rendevous times.  I hope your 
answers are more clear than my questions!  :-) Thanks!
