No response on 12:30 UTC pass

During the last pass (12:30-12:41 UTC on 2002-08-30) the only thing I
heard was the ISS packet beacon, twice:

RS0ISS>CQ/V [08/30/02 12:37:58]: <<UI>>:ARISS - INNTERNATIONAL SPACE STATION

RS0ISS>CQ/V [08/30/02 12:35:59]: <<UI>>:ARISS - INNTERNATIONAL SPACE STATION

There was no voice activity, and it would not digipeat or respond to C
RS0ISS requests. I didn't hear anyone else, and there are a couple of
automatic beacons that always digipeat. This was a good pass, right over
Nova Scotia, and the beacon was S8 to S9.

Is it possible to leave the equipment in a mode where it will transmit
the beacons but not hear? Possibly they were on voice on a prior pass and
didn't fully re-enable the packet. I wasn't around for earlier passes . .
. has anyone head them today, other than the 2-minute beacon?
