Well, if they really wanted to optimize the launch
platform they could always use the Sea Launch platform
that Panamsat just used to launch Galaxy IIIC last week. 

Nothing like being able to float the launch facility to
the optimum launch location...

I wonder if it floats?  Strap on a gas turbine and point it towards Panama!
