I've noticed over the last many months that they usually do NOT turn off the
packet digi around the time of docking or spacewalks.  Rather, it seems the
digi is most often turned off, apparently due to accidental
mis-configuration by the astronauts, before and after amateur voice
contacts.
Maybe there should be a "instructions label" posted at the radio?
