Both.

During some missions, the shuttle will launch a few minutes after ISS passes
over Kennedy.
On other missions it launches a few minutes before.
Do not bother to try to track the Shuttle, during the 2 days of boost phase
while
it is trying to dock with ISS.

During the Mir days, I would feed the Mir crew minute by minute updates of
the shuttle
launching progress live.  i would set the TV on nasa and 2-meter set to
145.985 Mir.
Mir would fly up the coast from FLA to Boston during a Shuttle launch (same
for ISS).
I would send status to Mir until Mir went AOS towards England.  Then the
Harrogate
school in the UK would continue the live feed relayed by marex to the uk to
Mir.

During a docking mission the shuttle will fire its small engines, almost
every orbit.
This will make tracking the shuttle almost impossible for beginners because
u will need new keps every 2 hours.
Instead, track ISS and keep reading the nasa web page to see when is the
best
time to SEE iss at night.
