[sarex] re high power

All,
A corollary of the "high power works" argument is that those who have that
capability need to be responsible and also take other routes. E.g., reducing
power levels to see if the same attainments can be made. As Packet comms vary
the timeslot for Tx, so also can the Tx power be varied. This approach provides
more opportunity to other low power stations.
