You are referring to Sharon "Christa" McCauliff who perished in the 
Challanger tragedy.  No, she cannot be classified as a "tourist" because she 
went through the entire year and a half U.S. Astronaut training program and 
held the title of Education Mission Specialist.  

Unlike Tito who just "went along to take pictures and play ham radio" - 
McCauliff was a member of a specific albeit ill fated shuttle flight band has 
specific assigned duties.  Tito is (almost) free to roam the ISS.
