That folks are beaconing rapidly is a problem. That some of the packets 
in the downlink (and in fact *not* most of the rapid fire ones I've 
seen) contain APRS-formatted data is no reason to slam APRS; that's a 
red herring.

Come to think of it, most APRS programs I've seen won't let you abuse a 
channel like that.
