The ISS has many times the drag of Hubble due to it's larger cross
sectional area. Hubble is also in a higher orbit so has significantly
less drag. The recent high solar activity also increases the density
of the Earth's atmosphere at the ISS altitude(yes there is still some
atmosphere at that level).
The ISS is purposefully put in a lower orbit for several reasons one
is that the orbit is self cleaning, IE everything at that level will
come in eventually, it is also protected from radiation and it takes
less fuel to put things there so we get better payload capacity from
the launchers.
