[sarex] Mir SSTV active 12:15 utc

Hi everyone:
The Mir crew hs activated the marex-na sstv project
today April 16, 12:15 UTC, on 145.985 FM simplex,
Robot-36 Mode.
We are not sure how many orbits they will keep the system
running.  I will request additional test time.
