In keeping with your suggestion.
Here is a short condensed guide line for using the Mir Personal Message System.
These guide lines have been approved by MAREX-RU/Energia

  * FREQUENCIES:       145.985 FM Simplex
  * RECOMMENDED ERP:   45 W
  * MISSION OBJECTIVE:
     Provide two-way Personal Mail to and from the crew living on the
     Russian Space Station Mir.
  * RECOMMENDED OPERATING PRACTICE:
     Option 1:  Send a shot message of 1-Kbytes or less to Mir crew.
     Option 2: Read one message posted on the PMS.
     Option 3: When Mail box is not in use, Send One Way Unproto messages via
PMS.
* Features Not supported:
     APRS packet are limited to Published Special events only.
     No two-way full Digi Connects.
