Corrected STS-93 Nominal Orbital Data

The previous STS-93 Nominal Orbital Data Message had incorrect information:
The launch date and time was for the recent STS-96 mission. This
information has been corrected below to reflect the 1999-JUL-20 0436 UTC
scheduled launch time for STS-93. I regret any inconvenience this error may
have caused.

Below is the current State Vector and Keplerian Elements for
STS-93. The vector data comes from NASA; the Keplerian Elements
were computed from the vector.

This file may be read by VEC2TLE version 9648 to update your
Keplerian Elements text file.
