[sarex] MIR packet/data problem, again!

Hi

I was "watching" last TO-31 pass over EU tonight,
when noticed the other radio ("stucked" on MIR frequency) BUSY led on, 
but without lighten TNC DATA led. I was almost sure it could be voice
at this late hour, so... yes, packet system is (again) sending carrier
without any data.  So, please, if you speak with JP let him know that, 
so he can fix it ASAP.
