[sarex] RS-18 Certificates

For those of you who are wondering where the RS-18 certificates are,
this recently appeared (June 9) on the AMSAT-BB.

Sputnik 41 QSL cards have been ordered and should arrive soon from an
italian
printer.
An AMSAT-F BBQ/QSL party is planned for the next few weeks. So be
patient ...
