Congratulations and thanks to the ARISS team for their progress on the
Phase- 1 ISS amateur radio hardware.  The world-wide amateur radio
community is extremely fortunate to have dedicated volunteers, with the
required technical experience and expertise, to:
     1. Develop a logical multi-phase plan
     2. Test the equipment for compliance and compatibility
     3. Work and interface with various agencies and organizations to ensure
acceptance.
