TDRS East and West are also known as TDRS-4 and TDRS-5.  You can find 
their NORAD catalog numbers from the two-line elements:

TDRS 4
1 19883U 89021B   98104.16575877 -.00000269  00000-0  10000-3 0  4095

TDRS 5

So TDRS-E is 19883, and TDRS-W is 21639.
