[amsat-bb] AO-51 close miss

Looks like we are fine. A second warning email this morning from the AF 
called it even closer, but everything was working at LOS this pass. The 
repeater is on at 450mw, and we'll move that up to 2 watts and shut the 
digital transmitter off in a few days as soon as we've caught up on 
telemetry.
