I will leave the why to the builders, but I have also noticed ripples in the
passband.  I can't find my notes, but at one time I walked across the AO-13
passbands, stepping around QSOs, and found some reproducible modest
variations.  Not as easy as it sounds, since the AGC was constantly making
changes.
