[amsat-bb] Uplinking SSTV to ISS

What radical change has taken place to prevent uplinking SSTV to ISS??

How did Richards get the morning paper (SAN DIEGO UNION) I sent to 
him  and Ellen Baker in 1992.

The question, of course, is rhetorical..
