Hi Tim.
 
Not sure of the lower limit, but 200W  ERP linear polarisation  works well 
here.
 
However, it is a weak downlink so using CW 'dits' to find your own signal  is 
much easier than trying to hear your own voice as you are tuning and  
speaking.
