[amsat-bb] AO-51 2nd repeater switched to telemetry for Sunday UTC

For roughly 24 hours from 0000UTC to 2400UTC Sunday the 27th, we are going 
to switch AO-51's 435.150 transmitter from repeater to telemetry. This is in 
order to gather important WOD (Whole Orbit Data) to manage the satellite, 
and to honor a late request by AMSAT-UK to demonstrate the GENSO 
(http://www.genso.org/) system at the AMSAT-UK meeting.
