Hi Dave,

May I suggest you have a look at the GENSO project.
Google should find it.

GENSO aims to set up a worldwide network of satellite ground stations 
controlled and linked by the internet.
If my memory serves me, it comes out of the education initiatives at ESA so 
you would be talking to folks with the same agenda.
