So, lesson learned:
 
Establish contacts with AMSAT R.   If it exists.
Encourage co-operation between AMSAT R and various CIS space  companies.
Influence companies to include globally appreciated amateur communications  
systems as means of increasing public awareness of companies existence and  
products.
 
Also, be very grateful 70cms is a shared band with the military, as that's  
the main reason it's not full of WiFi as 2.4GHz is.
 
As for university cubesats sending data on amateur bands.   Terrific.  I get 
a great thrill imagining the sound of Delfi C3 emerging  from the radio in a 
Lebanese (etc) taxi cab. 
 
Use it or lose it!
