Well, 2.0c didn't last very long.

I already had some comments, so I've fixed them here.

Bug fixes 2.0d:

o Fixed another Kep Load bug that misinterpreted '+' signs in the checksum
calculation

o Fixed rotator updates when autonomously tracking

o Fixed bad rotator stop check on elevation rotator
