[amsat-bb] UTC in NB Canada

I need some help:
Bill KC0TGY will be in Sussex, NB tomorrow and he is now in ME state UTC-3.
He sent me an email that Sussex, NB  has 1 hour more so is UTC -2 ??? using 
Day light time.
I saw the map and I see Sussex, NB  have UTC-3---
Some one know ?
