Ron,
this should be in the archives and its also on celestraks own website...
in case you missed it...
Status codes (where present):
[+] = Operational [-] = Nonoperational
[P] = Partially Operational [B] = Backup/Standby
[S] = Spare [X] = Extended Mission
so pick the tle that has the latest epoch time... and ignore the
status code
