[amsat-bb] ANDE Voice Repeater

Just as an FYI to ANDE users:

Although ANDE is much stronger in downlink signal compared
to RAFT, you need to be aware that its spoken messages are 
transmitted at a lower output power.

So do not tune up the squelch too much when you work
ANDE, as you will hear the APRS transmissions, but may
miss the audio/voice transmissions.

ps: 
ANDE VOICE needs to be enabled by a commandstation
each pass, so it will not always be ON. Monitor the traffic.
