[amsat-bb] GeneSat-1 downlink close to 437.067MHz

We now have successful GeneSat-1 telemetry reception by JE9PEL, KU4OS and W0RPK that finds the 
GeneSat-1 downlink to be close to 437.067MHz (~8KHz low).  Stations using automatic Doppler shift 
tuning are advised to update tracking programs accordingly.
