MCM Electronics currently has a sale on a WiFi base station for $18.95. See:

This is a very basic Linksys unit. But, at this price, it might make
sense to buy
a few, put them in your house as close to your neighbors as possible,
and set them all
to channel 1 (which overlaps the ham band at 2.4 GHz.) This may help
encourage your
neighbors to use other channels. When you want to operate on S-band,
just turn them off.
They may also be useful if you want to set up a very basic WIFi network and
you don't care about any extra features.
