Thanks for the heads-up on HITSAT.

In looking for more details, the IARU shows frequency coordination for 
CW telemetry:437.275 MHz FM:437.425 MHz Uplink: 145,980 MHz.

Can we assume there is no 145,980 uplink since you didn't indicate such 
in your post?
