[amsat-bb] AO-51 Next Test

AO-51 will remain in the current mode until the next test on 16 Aug.  
For that day AO-51 will use the PTT mode of operation on the FM 
repeater.  The FM repeater will be open for users.  The PBBS, and TXA, 
will be turned off.  When in PTT mode the transmitter will turn itself 
off if it does not hear a 67hz CTCSS tone after a short period of time.  
It will reactive when a tone is present.
