You might find it interesting to learn a bit about the bureaucratic
administrivia that you have to jump thru to launch a satellite on a
Dnepr rocket from Baikonar (like the CubeSATs to be launched this week).
SpaceQuest's CEO, Dino Lorenzini (KC4YMG, an AMSAT member who helped
AMSAT successfully get thru the hurdles for ECHO=AO-51) has written an
interesting article that can be read at

article was published in the proceedings of the 2003 Small Satellite
Conference but still is relevant today.
