Question on 2 Meter Oscar Subband

I could use some background from the AMSAT community. I recently became
aware that
the repeater coordinating body for Eastern PA and Southern NJ (ARCC) lists
these FM simplex frequencies in their band plan:
144.310 - 144.370 FM Voice Simplex (20 kHz spacing)
http://www.arcc-inc.org/BANDPLAN-Summary.html
which conflicts with the ARRL 2 Meter band plan that shows 144.30-144.50 MHz
as an OSCAR sub band.
http://www.arrl.org/FandES/field/regulations/bandplan.html
I have not identified active satellites in the 144.31 to .37 MHz
range.
Any insight into this situation (other than "poor spectrum planning")?
Are there likely to be OSCAR satellites using 144.31 to 144.37 MHz?
73,
Bob K0NR
