[amsat-bb] P3E launch in 2006?

As per i read on AMSA-DL web site:
The main task of P3E is to act as communication platform for radio amateurs 
worldwide. A launch is planned in the period 2004 to 2006.

I checked the whole site but i was unable to get any fresh news on P3E?
Could be fresh detail are in German that i failed to understand.
