Hi Drew,
Without wishing to blow our own trumpet ....the IARU Satellite Frequency
Coordination panel keeps a pretty good website at
http://www.amsat.org.uk/iaru where all/most of the known projects are
referenced.
Not every record is fully up-to-date but it will give a general idea.
I have to say that my reading of the information is that 2006 will be a
pretty lean year for new amateur transponder launches. Maybe, in the short
term, we will have to rely on POSAT and SSETI EXPRESS coming back to
life....when you make your New Year's wish perhaps ....
